    Application of the DeLone and McLean’s model to assess the effectiveness of an intranet in an open distance learning library

    ENGLISH SUMMARY : Technology enables communication and sharing of knowledge on many levels. Organizations are procuring different types of information systems to facilitate knowledge-sharing efforts and to stay relevant in this digitally competitive world. Universities are also investing in such systems, one being the intranet. The study identified the collection of log on count statistics to assess the effectiveness of the intranet as a knowledge-sharing tool as being insufficient as it fails to address the deeper issues associated with the effective functioning of an information system. The study used the dimensions of the DeLone and McLean’s model, namely, information quality, intention to use, system quality, service quality, user satisfaction and net benefits, to report on the state of the Unisa Library’s intranet to assess its effectiveness as a knowledge-sharing tool. The target population consisted of all the permanent library staff members in different capacities within different directorates. A quantitative research methodology was used to collect data by means of a self-administered online questionnaire. The results gathered from the study show that there is an awareness of the intranet within the organization. However, optimal utilization is lacking. The results further indicate that the various sources of knowledge-sharing platforms add to the inadequate exploration of the intranet. The construct of use was highly ranked in the study, which shows that while there is usage of the intranet, the usage is inadequate. The study makes recommendations to increase the usage of the intranet.

    e-Parliament to e-democracy : creating a model for effective management of public content

    ENGLISH ABSTRACT: Information and communication technology (ICT) has facilitated the implementation of e-parliament to ensure representivity, transparency, accessibility, accountability and effectiveness of parliaments. However, the shift from e-parliament to e-democracy may require parliaments to focus not only on efficiencies but also on improving the quality of interaction leading to changes in behaviour that support democracy. The study explores the current set-up in respect of the implementation of e-parliament globally, the initiatives that are being made and the challenges being experienced. It does this by examining literature regarding the latest developments in e-parliament and recent surveys on emerging utility trends. Consideration is given to particular initiatives in the African context, such as the Bungeni information management system. These are aimed at facilitating the push towards democracy that is assisted by ICT (e-democracy). A comparative analysis focusing on policies, technology, practices and organisational culture in the implementation of e-parliament, as a transitional stage towards edemocracy, is made with respect to the parliaments or chambers of the Czech Republic, India, Kenya and South Africa. The outcome of this analysis has important lessons for the use of ICT to support democracy, particularly for South Africa. It also generates a number of issues, for example the importance of knowledge management and organisational design for improving the parliament-citizen interface, which require consideration by parliaments in general. A seamless platform for facilitating engagement between parliament and the majority of citizens is designed through the adaptation of the e-business model. The platform integrates ICT infrastructure, processes and human resource in a knowledge management environment.

    Evaluating the effectiveness of the vehicle registration and licensing system of Botswana's Ministry of Transport and Communication using the Delone and McLean model

    ENGLISH ABSTRACT: Information System Success Evaluation has been a concept of interest to many organizations for decades now. The main motivation for this activity is usually from the financial view of things, that is, the main interest of an organization carrying out IS success evaluation is mainly to find out whether investing in such a system was a good business decision. This question is often answered by the realization of the direct and indirect benefits realized by deployment of using such a system. Like many organizations the government of Botswana has invested millions of Pula’s in the past number of years in acquiring and implementing different Information Systems in the various Ministries and Departments. One such system is the Vehicle Registration and Licensing System, which was deployed by the Department of Roads Transport and Safety of the Ministry of Works, Transport and Communication. After the VRLS implementation there has not been any formal scientific research or investigation conducted to find out the success of this Information System, especially with regards to the stakeholders who use this system for their daily jobs. This study therefore engaged in a task, which evaluated the success of the Vehicle Registration and Licensing System and answered the question of how effective the system is from the user’s point of view. A well-known Information System success evaluation model, known as the Delone and McLean IS evaluation model, was applied to test the hypothesis of this research. A structured questionnaire was used to collect the research data. The results were analyzed using a common research tool, the SPSS, including cross tabulation and chisquare tests. The findings of this study will further enrich the IS success evaluation Body of Knowledge on the key factors which can contribute to a successful or unsuccessful Information System acquisition investment. Furthermore, the researchers who will further look into this subject may find these findings very useful and also stimulating to do further research on this subject to unveil further evidence of the ingredients of an effective Information System investment which has been accepted by and accredited by its users.

    Knowledge management and service delivery : a knowledge management model for the housing sector

    ENGLISH ABSTRACT: Die Suid-Afrikaanse regering en sy organisasies en instellings, net soos ander internasionale state, word gekonfronteer met uitdagings om hul bates te bestuur, soos onder andere data, inligting, kennis, mense en prosesse. Hierdie uitdagings tel onder die faktore wat dienslewering negatief beinvloed. Alhoewel die Departement van Behuising ongeveer twee miljoen en sewe honderd duisend huise gelewer het, sedert 1994 was daar nog steeds uitdagings. Gepaardgaande met swak dienslewering, het die Departement ook gesukkel om bates soos inligting, kennis, inligtingstegnologie en menslike hulpbronne te bestuur. Alhoewel dit uitgebreide beleggings gemaak het in inligting tegnologie, veral in die ondersteuningsdienste, het die departement nog nie die tegnologie ten volle benut nie. Die tesis poog om die positiewe aspekte te ontdek wat deur die toepassing van kennisbestuur binne die behuisingsektor oor al drie regeringsvlakke teweeggebring kan word. ‘n Vraelys is versprei onder beamptes wat die bestaande behuisingsinformasie-sisteme gebruik in die areas van behuisingsubsidie administrasie, monitering en evaluering en projekbestuur afdelings in die behuisingsektor. Gebaseer op die bevindinge van die vraelys word ‘n kennisbestuursmodel vir die behuisingsektor voorgestel wat dienslewering kan bevorder.
